Buying a property is an emotive purchase, you should offer depending on how much you can afford and how much you want to live there.

A: There is never a bad time to buy, if it is the right time in your live then it is the right time to move. No-one can guess the market however for every trough there is always a higher peak, we buy a home and not an investment, if your dream home is available buy it, over thr years you live there you will not regret it.

A: This depends on many things, how much interest are you getting? Have you had any offers? Do you think your agents are trying? What is happening in the market around you? How keen are you to sell?
